FFXIV only has the sub fee though so SE doesn't actually lose any money when you spend it elsewhere unless you unsub! 
I think some of you guys are taking things a bit too seriously though. As I see it, this is really just a system for endgame players to avoid having to mix-and-match AF2 and Allagan gear. SE has always left a bunch of restrictions in this game so the iLv thing doesn't really surprise me, and I would have actually been shocked if they were to allow people to use gear they couldn't actually equip, like casters in tank plate.
