A few days ago I was able to create a character in Balmung. A day or two later, Balmung and Gilgamesh both stopped accepting new characters. Then yesterday, half of the servers were closed off. It's probably due to the PS4 beta phase 2 allowing everyone to play for free. Now that the beta just ended, I imagine the traffic will go down significantly so they should open up pretty soon again.
