I'll be the first to say it that I curse. A lot. I also realize it's vulgar but it usually comes out when I get upset... or annoyed... which is a lot >_>; Most of them are a swearing at a situation and not a person, which is when I find it offensive. Other times I do it to people who I have an actual relationship wherein we know our boundaries.
That said I think I was inside Quicksand to see this c--t word used and while I didn't say anything to the person I did think about how utterly ridiculous it was that it was used in the first place. It don't really see its reason or... origin? to be used in Eorzea but that is just my opinion. Plus it's a word that is directly slurring someone or a character which is what I find distasteful.
I use blacklist liberally, especially recently in Quicksand because I've felt like people have been trying to annoy/harass people who are genuinely RPing. If they're RPing an ass, then all the more reason to blacklist cause I'd have ignored them anyhow. To be honest though, there is a censor filter so I never understood why Square would make it reportable or not? Why make it so you can turn off the filter but then just report a person for it? Unless it was someone using choice spelling or words not caught by the filter...?
