Hm. One thing you should probably remember, is that right now a vast number of the pirates that you meet in game are more like privateers, working with the Maelstrom against the Garlean Empire. That being said, their job isn't exactly a peaceful one, so you might expect mortality rates to be still rather high.Â
I also don't think the Maelstrom particularly appreciates pirates not on the payroll, so that is also a factor. Odds are good that the Maelstrom would either try to convert said pirate, or kill them. The Garlean will flat out kill.
