There are a couple of exceptions found in the world, such as a Roegadyn in Costa Del Sol that mentions being a chef in Ishgard.  I have not seen any instances of Miqo'te being part of Ishgardian society. Doesn't mean it's never happened or couldn't happen, but yeah. The climate might also be a problem as ExKage said, especially for Seekers of the Sun.
