My understanding from the Gilgamesh folks is that RP tends to be more "focused" and that open RP is less prolific - but there are groups actively trying to change that. The best advice I can give is to have a look at the Linkshells page; maybe there's an FC or LS that interests you. Failing that, maybe roll a character on both, see if you can't get a feel for either server that way. Best of luck either way.
