Simply put, chances are Garlemald is too well implemented in Ala Mhigo to actually have a front, and it's more of a surveillance thing where they just watch on 'em to see they're not trying to come from there and do shit, likely working with the local resistance as well.

I also agree it's something clandestine or guerilla based with Flames support. It would make sense for Ul'dah having a vested interest in Ala Mhigo, to get rid of those refugee burden at the very least. Most likely with Raubahn at the helm for several years, military policy had that focus.
