Edit: By astromancy I mean astrologians. I've heard both terms thrown around.
I recall some quest text that said a Sharlayan astrologian's father was killed for spreading the practice of astromancy in Ishgard, but maybe that was a past thing and Ishgard has relaxed it's stance on it.
Sharlayans aren't allowed to spread the teachings of their home outside of the Islands. AST spoiler below.
The Ishgardians find it largely useless and without any great deal of merit particularly because teaching it would remove focus from the orthodox Ishgardian Astrology; using the starts to divine the movements of the Draconic horde.
