Secondly, I do not believe the Sultana has the authority to make any promises regarding foreign territory such as Ala Mhigo.
That said, there is no reason you could start a Free Company revolving around your character as an Ala Mhigan Noble, actively aiming to help liberate Ala Mhigo, with intent to establish himself as a powerful figure within its system of government as a result of your actions/contributions during the liberation. The aid provided could be from any number of sources from manpower (you could hire adventurers/retainers to your Free Company), to economic support (have a trading consortium within your character's, 'Court,' to accrue wealth).
