You do need to hit some arbitrary level marker to unlock the ability to Glamour, yes, which I believe is 50. However, it's mostly just allowing you to put a look you like on another set of gear as Maril mentioned. Also as she has already brought up, there's plenty of low-level equipment that is intended for this purpose that you can just... wear if you're RPing - unless you're dealing with an RP situation where you would also want to be highly geared for whatever reason (RPing an IC run through a dungeon, for example).
As you level, though, you'll start to get access to more and more gear that can be used for said outfits - so leveling might be beneficiary simply for that. Especially if you want to wear some of the job-specific equipment for your look - which is available at 50 and 60. Or there might just be various equipment that don't have a lower-level variant that you can use. Glamour is the true endgame indeed.
Also, a lot of stuff is gated behind progress. So if you want to RP as one of the Heavensward jobs or in one of those areas, or even just having access to your own personal apartment to decorate for RP purposes... levels might be required. For starting out, though, Maril again has the right of it that level 15-20 is probably a good spot to get to due to gaining access to the three citystates and also has you around the proper level for any holiday events for extra swag.
