Titor would probably most likely be tempered by Ramuh.Â
1) Titor is a lawful good character, and absolutely despises lawbreakers/thieves/other evil aspects of the world. It really gets to him, and while he works in/with the Flames his ability to punish said lawbreakers is limited. Since Ramuh is very keen on Judgement, but seems to be called benevolent anyway, it lines up a bit on Titor's feelings, even if Titor is never able to unleash "Judgement"
2) Titor is pretty terrified of lightning and lightning aspects, however his aether is aligned to wind-lightning. Things never seem to go his way in terms of aspects so from his storyline it would make sense that he got tempered by a god of lightning.
3) Titor craves knowledge and wisdom, especially in terms of science and aether. Since Ramuh is known to be one of the wiser primals, Titor would be more drawn to this primal than the others simply for his wisdom and knowledge (Though Ramuh would probably not share any of this knowledge with Titor, it would be easier to temper him under the premise that Ramuh would)
Titor would hate being tempered by Leviathan
1) Titor hates water/the sea/anything to do with water or the sea. Aside from this dislike for it, he would probably never be in an IC location where Leviathan would be (unless Leviathan somehow came into land or Thanalan, where Titor mostly spends his time)
2) Most of the other people/creatures tempered by Leviathan would probably be pirates or sea-aspected beastmen. Again due to Titor's lawful good alignment, he really hates pirates and would probably be annoyed by and hate the rest of his tempered co-workers.
Way that Titor would likely be willingly tempered
Titor would probably be willingly tempered by Ramuh. The reason being that Ramuh would have to tell Titor how his goals were the same as Titor's (To cast judgement on the wicked, even if Ramuh's views are different than Titor's), and how Ramuh would impart his ancient wisdom and knowledge of the Aether on Titor only if he would be tempered. I could see Ramuh being deceptive enough to play on Titor's weak points and craving for scientific knowledge that he could probably get Titor to be tempered pretty easily.
The only thing that would not work so well with Ramuh is that he is primarily in the Shroud, where Titor is rarely. Also Titor really does not care much about the forest or nature, but he does not disrespect it. Titor's home is really Thanalan/the desert.
