Alright, I'll bite.

If some unforeseen events happened which led Menelwen to being tempered, yet she was still given a choice by what primal took her, it would have to be Ramuh. There are a couple of reasons for this.
  1. Ramuh has shown to be the least hostile out of all of the primals and proving that they are capable of both thought and reason. When Ramuh's presence was felt within the Shoud, the Elder Seedseer did not panic, knowing that a compromise could be possible with the primal.
  2. With the above reason in mind, the only aggressive actions from Ramuh's have been from his children, and only when their territory has been invaded. Henceforth, Menelwen would only be sent out to "take care of trouble" if it was within the Sylphlands.
  3. Ramuh and his children are located in the Shroud, and being a Wildwood, its grounds are not foreign to her. If she were ever sent out of the Sylphlands, she would have no trouble getting around on her own.
Now then, onto the primal she would most loathe to be tempered by. Garuda.
  1. Of all of the primals revealed, Garuda has proven to be one of the most violent, in both her own actions and her children's actions. If Menelwen was to be tempered by her, she would quickly find herself within Coerthas or the Shroud, seeking to bring more sacrifices to the winged hellspawn.
  2. Using Menel's super snowflake powers for a moment, it is known that Garuda will go to any lengths needed for power. This includes kidnapping and murdering the other Primal's children, in the hopes that they will summon their god so that she may feast upon their aether.
  3. Wingless, Garuda's other children would, more than likely, sooner dispatch Menelwen then allow her to continue serving Garuda, as she is not capable of flight.

Bonus challenge time!
  1. It's either her or someone else. Really. If Menelwen was out on a mission, and the only way to make sure the majority of her squad made it out alive and untempered, she would order them to safer grounds before heading off into no-man's land.
