I actually have a somewhat different take on the T10 cutscenes, based on some later cutscenes (naughty Freelance, watching them on YouTube) and what we know about Primal summoning generally...
It may be the case that the more fervent the prayers, the less Aether is required to complete the summoning; that seems plausible to me, since prayer seems to provide both Aether and the "call" the Primal uses to assume physical form. That would jive with Thancred's comments about tempered followers needing to be killed, as they assist the Primal in continuing its existence. Ultima Weapon is a weird case, but per the MSQ, it absorbed the essence of the Primals to use them; presumably it could power a "summoning" of them for various effects using its powerful magical core and its considerable Aetheric capacity.
