Considering what little we know of the events of Heavensward, it seems fairly likely that by the end (or beginning or middle, we really don't know) of the 3.0 MSQ Ishgard and it's related lore/classes won't be quite as restrictive as it presently is. I'm choosing to not use the term "race-locked" because that's simply not a notion explicitly supported by lore. A slant absolutely exists, and to an arguably extreme degree, but still.
