Balmung is by far the most popular choice for an RP server. Even though its an NA server, there are lots of people from Europe on when the NA players are in bed or at school.
With that said, the RP scene most everywhere else is pretty dead. Gilglamesh has an RP community but from what people I know have told me OOC, the community is dying or dead, so Balmung seems to be the primary and central server for everyone who RP's.
IMO, I would recommend transferring over to Balmung for an RP community, but that's just me.
