Considering revenants toll originally was like literally a campfire next to an aetherite, I'd say it's possible that it might become a fortress, if not a city state of its own. But also considering its close proximity to surrounding danger from all sides it would beg the question of how exactly they would go about making it more friendly to actual occupation. I for one am pretty certain there wouldn't be a residential district there any time soon, for example.Â
It does seem to be a quickly escalating superpower though so fortress might be accurate, especially if the Garlean deeps are going to be removed some day(also unlikely, but this is kind of speculation heaven).
