Based on this (http://ffxiv.gamerescape.com/wiki/Brass_Blades) and the obvious, the Brass Blades are just the Syndicate's version of security forces/militia within Ul'dah. While probably not inherently evil in and of themselves, their bosses certainly are. The idea that they were given more power in Ul'dah during the Ishgard kerfuffle is scary in itself.
Don't suppose anyone had been to visit Hunberct before maintenance?
