Astrologian NPCs back in the Observatorium make this pretty clear! But as for personal choices, and non-Ishgardians? I wouldn't exclude doing such things. However, it seems the Ishgardian lot are very much against using their craft for non-Dragonsong stuff. ☀Avelyn Firestone☀
