To me it seems (realistically) that it would take a lot of training and require safety gear and little bits and pieces like that to be able to use one? I'm interested to see how people will go about it if they do have their OC flying around. 
As flying in pre-existing areas isn't allowed at the moment, it might be that the chocobo in those areas aren't trained, or it is only allowed around Ishgard because of necessity to get to surrounding areas? Can't wait to see the lore presented in-game.
I certainly accept some flying mounts (sorry fat chocobo), but personally my characters won't be using them any time soon - plus Nara is an engineer, so she's an airship lass through and through.
