Nope, Raen are more like the five races than the Xaela. Xaela are tribal while Raen are civilised (IE living in towns vs nomadic tribes that may or may not be warring amongst eachother).
With that said, the 51 primary Xaela tribes are nomadic. Doesn't mean there aren't tribes that hunker down in the mountains though.
There are a couple of Xaela tribes that do, yes and some have casted away their more savagery so to say.
