I think, actually, that characterizing it as "tiptoeing" would be incorrect, as it's quite likely the dragons would fully understand and comprehend what the Elementals were going on about. Â It's not like it is in the case of mortals, where sometimes even Hearers and Padjal are totally confused as to why the Elementals are losing their shit. Â I suspect that the great dragons - not the lesser ones, of course - would be much more aware of what is going on. Â So instead of it being the case with mortals, where we're doing things that don't make any sense to us, it might very well make perfect sense to a dragon, because they don't think the way we do.
