I mean, we know from the Little Ala Mhigo story arc in 2.0 that even the Twelve can be summoned as primals (Wilred and the others planned to summon Rhalgr).

No, they thought that's what they were doing. Â But, as I recall, they were deceived by the Ascians. Â There is no confirmation one way or another that what they thought they were summoning would actually have been Rhalgr as a primal.
