I've been talking with a few people about crime RP possibilities (I mostly left the public crime RP scene in order to try and help a friend with her FC).
I like the idea of the house being something that would bring people in from other FCs. It's a tough prospect, because there are a lot of people who run public houses like this, so there's automatically a lot of competition. The trick is to present something that makes your public house stand out.
Personally, I think the way to do that is to think in terms of RP hooks. The standard thing that gets done with a public house is the owners decorate it, open the doors, maybe throw some events, and wait for people to come in - in other words, to think in terms of the place. That gets some attention in the beginning (New! Shiny!), and around the events (because who doesn't love events?), but it doesn't really provide a reason for people to come to the house on a regular basis. Likewise, it's difficult to have an active service house (tavern, brothel, what have you), because it's hard to find people who are willing to play the service folks on a regular basis.
If you think in terms of RP hooks, you think in terms of what your place can provide that would draw people in on a regular basis. Watch The Freshman and look at the Italian Social Club. In a sense, it's a public house - a place. But in the context of the movie, it provides access to the Don. That's the hook.
