They are just clowning around and joking, so I treat them like I would treat them a costumed star at Disney World. "Oh hey! Its Mickey Mouse! Let me shake your hand and get a picture." and my character goes on their merry way, laughing it off. 2. If they are trying to SERIOUSLY RP as that character? My character will treat them as someone delusional, touched in the head or drunk. Because thats the only way it would make sense.
