She is a female Hyur of about the same age as your character who has grown up in the Twelveswood (Black Shroud) and currently lives in Gridania proper, so it would seem quite possible they would have met at some point while growing up.
Fennella currently makes a living as a crafter, mainly woodworking but also works with leather and bone occasionally. So if your character ever needs a new bow (or other items) they might meet that way.
