But the very vague tl;dr of it is "The Elementals saw the Ala Mhigans as a threat when they came flocking in". Ala Mhigans weren't aware that the Elementals would start throwing a fit. Be mindful that going to the Shroud was the most direct route to flee trough. A great deal of Ala Mhigo's history is build around the fact they are the only land connection between Eorzea and Ilsabard. It was either flee to the Shroud, or into Ilsabard. And Ilsabard is held by the Garleans. So yeah uh... Choice was easily made for them.
The wall was 'only' raised 5 years ago. Garlean oppression was already going on for give or take 15 years. Aaaaand before that they had issues as well what could make people flee for certain, although they weren't running in masses like they did with the Garleans.
