It was the Garlean attack and occupation of Ala Mhigo 20 years ago that caused Ala Mhigans to flee en masse across Eorzea. Some fled west to Coerthas. Most fled south to the closest border, which was Gridania and the Hedge at East End. Twenty years ago, Gridania was a very different place than it is today. It was largely isolationist and while today they still have a healthy fear of outsiders, before the Calamity, that fear was far more exaggerated. Elemental law dictated who could enter the Shroud and who could not. There was no such thing as "adventurers" coming and going (because the adventurer movement didn't exist yet), and merchants had to be escorted across the border by Wood Wailers.
So out of the blue, thousands of frantic refugees flee into the Wood. It disturbs the balance and tranquility of the Wood. Chaos ensues, likely, trying to wrangle all of the lost Ala Mhigans wandering the Wood, seeking shelter. The Wood Wailers attempt to gather as many as they can at Quarrymill, to stand elemental judgement. The elementals didn't proclaim an Ala Mhigan-wide ban. The elementals judge each man and woman by the weight and purity of their hearts. The problem was, so many Ala Mhigan's hearts were filled with malice and turmoil that the elementals banned those people and the majority of the Ala Mhigans who petitioned for sanctuary in Gridania. Because these people, in the elementals' minds, presented a danger to the peace and prosperity of the Wood.

One correction: construction of Baelsar's Wall began in 1562, which was roughly 15 years ago. Construction finished on the wall some time before 1572, based on resistance dialogue and the fact that tunnels had long since been under construction under the wall to get around it in the 1.0 version.
