Imo, I think the clothing is a bit silly. I get the concept of "going with the flow", which is why I think it might be cool to consider instead of wearing whatever they want, why not have them wear loose/long/light weight garb? That aspect of the attire, along with jewelry/feather accessories(you mentioned something about traveling with birds), would play well into the theme as they'd move about in the wind. "Going with the flow." Some fabric, due to being light would allow the wind to pass through it, touching their skin. Seeing as they hold the wind in high regard, that might be something they'd like? This could also be brought into other traditions, like keeping their hair long, as again the wind would move it about.

I like the explanations of how they view the different weather. Its neat, though I am a bit confused about Gloom/ect for breeding. From what I've seen, Gloom only appears in Mor Dhona and in The Shroud(Thornmarch HM/EX). Unless they live in Mor Dhona, they're not going to run into that weather. Same goes for Umbral Static(The Churning Mists), Umbral Winds(Sea of Clouds), and Tension(The Black Shroud) only shows up when Odin is around. From what I've gathered there's no special weather for Azim Steppe. Fair skies, rain, clouds, and wind is what appears. Perhaps you could have breeding something to do with the wind? You could possibly tack it on with gales? Or maybe something to do with the moon. Or you could combined the two!

Like with the clothing, I find the 'born with this hair color/limbal rings due to weather' a bit silly as well. From what I've seen, and someone can correct me if I'm wrong -coughSounsyycough-, there isn't anything in lore that shows being born under a certain type of weather would affect their appearance. It might be a fun idea to have tall tales of it. Kinda like how peeps say if you have red hair you were kissed by fire.
