I like the explanations of how they view the different weather. Its neat, though I am a bit confused about Gloom/ect for breeding. From what I've seen, Gloom only appears in Mor Dhona and in The Shroud(Thornmarch HM/EX). Unless they live in Mor Dhona, they're not going to run into that weather. Same goes for Umbral Static(The Churning Mists), Umbral Winds(Sea of Clouds), and Tension(The Black Shroud) only shows up when Odin is around. From what I've gathered there's no special weather for Azim Steppe. Fair skies, rain, clouds, and wind is what appears. Perhaps you could have breeding something to do with the wind? You could possibly tack it on with gales? Or maybe something to do with the moon. Or you could combined the two!
Like with the clothing, I find the 'born with this hair color/limbal rings due to weather' a bit silly as well. From what I've seen, and someone can correct me if I'm wrong -coughSounsyycough-, there isn't anything in lore that shows being born under a certain type of weather would affect their appearance. It might be a fun idea to have tall tales of it. Kinda like how peeps say if you have red hair you were kissed by fire.

Your first paragraph is honestly spot on what I've been thinking about doing instead. I think I got caught up in trying to make everything go with the flow" based that it went a bit overboard. I'm still not sure about the feather thing, but you're not the first to suggest that. Mainly because when I think of the limitations of some armors or some outfits that don't have any feathers on it (or in some cases, they're hats... which....then kinda defeats the purpose I guess? xD). So I was thinking about going along the lines of maybe not "skimpy" clothing per say, but at least drifty and more majestic to some degrees. For the little time I played IC with this concept, I enjoyed having my char shirtless as a warrior kinda embracing the winds to flow his axe's slices through his arms and back... Kinda being in touch with it so to speak. I think that'd be more personal preference though but I'd go with all around loose-ish clothing idea for sure. I wouldn't want to keep it biased for males/females, like men able to have no shrit but females still gotta have that cloth around lol. If I ever get to 70 and really try on outfits(unless someone can find some nice stuff they wanna model for me as ideas? idk), I need to take a gander into the outfits I usually ignored on Valic for being too light(oh the irony of it hitting me back in the face now).
As for the latter about the special weather, I kinda wanted to create it to allow or even promote migration. I've definitely thought about that issue because I had the silly thought of them amassing in Mor Dhona keeping their eyes peeled for lovely ladies/gentleman LOL. I'm just a lil scared of going a little too far with the concepts to be too ritualistic or allowing a little too much "freedom" in that area. I wanted to aim their culture to be a bit cocky too in a way, so when I thought of them being born via weather that was deemed mighty looking or powerful or etc, I figured that could represent why they're cocky. Their birth being the initial "Look at me, I'm a bad ass and you're not cuz!" kinda deal lol. They would be often moving in and out through any land(I wanted to also give them some pretty free reign to be wherever they want/choose to in a sense too, none of those damn continent restrictions or aethernet teleports bleh!). Often migrating for the essentials, food, strengthening the tribe, power, and any goals the char itself would have. But you're giving me ideas like a cloudy night would be a decent time, kinda like pulling the curtain over to give them privacy so they won't be indecent lol. I'm up in the air about it, but I'm still more leaning towards wanting to embrace their birth being significant as to what they feel, look, act, respect levels, etc. Imagine they migrate to the shroud and it's Tension, birthing a son that's born in a weather where a powerful swordsman walks among the forest rarely, would make a find Xaela warrior some day! Again idk >_>; I'm repeating myself I think, I guess I don't want to have just the tribe quirk alone create the cocky feel, but rather each Xaela born of that tribe to "be" that level of passive superiority that's "above" it all lol. I also wanted to leave it as a hand-wavey thing because people aren't too keen with ERP (I'm not particular to it myself but it can depend), so just to be able to claim a Xaela you may have been with or etc or wanted to have bear children, you could just wave it off as seeing the Aurora while peaceful in Coerthas or etc.
The last paragraph is more or less what I really meant XD. Maybe not the hair color and limbal ring dictating actually how they were birthed, but they choose to represent it proudly so to speak. Although there is that tribe that somehow manages to find a twin very commonly for whatever reason, maybe it's just an easy gene thing but...
Here was the Xaela I ended up making (completely disregarding the tribe, otherwise I would've had him blue or something for the weather Shiva makes as Aurora's).
