That said if Uther is a talented warrior (or just one who works super hard and doesn't spare himself) I don't see why he'd not be great with the axe, sword, or whatever else. In my mind at least, it's not the use of a particular type of weapon that decides the overall skill, it's the character's innate physical ability.  *Edited something small in the OP that I missed.
