It does nothing of the sort, though that is the excuse SE has given, yes. It doesn't prevent people from continuously re-entering, however, which is what puts a load on the server. Actual lock-out timers would work significantly better in alleviating any server stress, though I must say - XIV has maybe a million or so players. Their servers, were they actually decent, should not be experiencing much stress.
I'm no technical expert but I imagine they can't upgrade the servers immediately without thorough testing. I do believe that they were genuinely overwhelmed by the sheer amount of players showing an interest in the game around the launch period. I also suspect that they didn't realise just how big the western audience would turn out to be.
The situation with the instances being bloated is unfortunate, but there's plenty of other things to do whilst waiting in a queue. I tend to use it as an excuse to work on my gathering and crafting professions!
