
In terms of location, I go with what the game specifies; the residential wards are outside of each city, but accessible by a variety of means. I actually do accept that someone who owns a house needs to be an adventurer with a connection to a Free Company; while not everyone who lives there has to fit that requirement, someone somewhere on the house's paperwork needed to sign off as an adventurer affiliated with a Free Company. I suspect that's a minority opinion, but on the other hand, it hardly ever comes up in RP. The last time it did, it was an offhand comment by L'yhta that the Tower's cottage is a fairly safe spot, since trying to commit a crime in Mist would be akin to drawing a sword on someone in the middle of the Seventh Heaven (i.e., highly unwise given the concentration of highly skilled adventurers who like their stuff). Personally, I've yet to have RP discussing the finer points of city-state housing permitting statutes
