Elsa IS an interesting character, but I don't think she would get along with my character.  ._.
Other than that, the adventurers guild's are common tavern meet places and always good to start an RP or two. You could also join an FC that is centered around RP but most have pretty high standards and ridiculous recruitment guidelines and standards. A few even bar Miqo'te from joining, mainly because they are the largest populated race on almost every server.

Also, you may want to make a character wiki, that way you can update and keep track of everything about you're character and who she interacts with as well as other things.
