I don't think it will ever be much more then a fortress its more of a front line outpost that is having riches showered on it.

It will become a great nation of adventurers, explorers, and refugees with none other than Rowena at its head. The Crystal Braves will be its Grand Company. It will house the guild of Machinists (at Garlond Ironworks' workshop) and two unannounced jobs to be released midway through Heavensward. So sayeth the wise Alaundo~
