Far as Miqo'te groups go that're active, there's Shroudwolf Clan which operates more like a Dungeons & Dragons campaign setting that meets once or twice a week for a session for a few hours. It's great for people who operate on a limited time basis and need to schedule RP, as the pace is a bit slower and easier to keep up with. Right now they're doing events in Stormblood.

I'd also tentatively suggest the Veil, as we have a pretty strong Miqo'te population and a growing clan movement behind it (as the leadership and a good chunk of the membership is all Miqo'te), and you can probably find a pretty strong family there. We tend to have a lot of spontaneous RP both in the world and within the house, and we do community stuff as well. Still, the Veil is still relatively new and evolving and the characters certainly have an influence on that.
