In fairness to a lot of people, the Ul'dah that's presented in the main quest looks pretty nice, but that's because we're interacting with the very top layer of society and not the dystopian hellhole that is probably life for the bottom 20% or so of society. As in every other IP, most players never look past the main narrative and delve into the implications of the the lore.
