...wow. The lines must've changed a great deal since the last time I was regularly RPing in hotspots.
My thoughts on the matter are that, if it's something a reasonable person might do in public IRL, it's fine to do in /say. Most reasonable people, I don't think, are going to start making out in the middle of a restaurant.
The line in my mind is probably "passionate kiss before some long journey" -- that being an exceptional circumstance and quite literally right on the line of what's okay. (I've seen a fair number of people do that at the airport, but fewer than romantic comedies would have you believe. ) Anything past that needs to go private (and, naturally, out of the public RP area, private RP being something that should be done in private), whether that's /party, a locked FC room, or what have you.
