You need to find out what you want to have him arrested for, and figure out how to set up the 'crime' in a manner that allows him to be caught/implicated. Afterward, you need to decide what's going to happen. Is he going to get off with a sackful of gil? Is there going to be a trial? Is he just going to spend some time in gaol?
