
For it to make -real- impact, in my opinion, Otto would need to do something really... dirty. It has to have real weight to it and it has to be something -he- actually would and did do. You want to show that Otto has those connections. So he's got to do something that society generally considers an act that would lead to making someone an outcast.
Murder. Attempted murder. Rape. Robbery.
Honestly? Sometimes I think that Ul'dah in general doesn't or may not operate by what we consider the real world laws. Something like fraud? Loan shark violence etc. Momodi in the beginning seems just fine letting the guy who has crossed the wrong wealthy guy deal with him and his cronies. "See that dude? Guess he owes a bunch of money. It's obvious he's not going to get off with a smile. Don't end up like him."
