I don't believe it'll achieve any sort of autonomy as it doesn't appear to have any governance deeper than "Earn your keep and don't be a dick". It also strikes me that they've taken in all they possibly can. It's just a REALLY big outpost and will likely remain that way for a long while, if not indefinitely.
Well if it is taking in lots of new people, then eventually it will have to create some form of government to keep things civil. Because a camp filled with refugees and adventurers of large amounts may be in some trouble if there is a quarrel and no governance to handle it.
