
So while there's no true form of government in Revenant's Toll yet, the Camp is lead by representatives of the Adventurers' Guild. You meet them briefly after the Scions relocated from the Waking Sands to the Rising Stones in the MSQ. As the Camp is a center for Adventurers from the Guild and now Doman refugees, funded and supplied by the Scions, the Sons of Saint Coinach, and now the Crystal Braves, it is likely that in some years, Mor Dhona may become its own city, if not eventually a city-state. Mor Dhona is currently not occupied by any of the other city-states so the land is free to claim.
Even Rowena, who used to be under the employ of a mysterious Ishgardian collector (yes, that's actually where your tomes and rare primal bits were going) has now apparently made enough business off of Adventurers that she has set up her own facility, which now features a bed & breakfast cafe (as per 2.5), crafting facilities, and seems to be the backbone of the labor for building the camp. So Rowena may also be co-funding the construction of the Camp.
