Considering the general's past decision making abilities (aka how to handle a Garlean spy in the worst way possible by placing her in the very same prison she would have the most contacts in to escape) I don't think you should hold that as proof that the Brass Blades are more than the same thugs planting Somnus in peddlers' luggage.
Also, the Blades cannot get their house cleaned by design - They are quite literally employed by Lolorito who's kind of, you know, BEHIND ALL OF THIS SHIT?
They are more than that though. Most of the Brass Blades you see in the world are motivated, heroic, and true to their mission.
The few that aren't are always shown to be bad apples, not the standard.
