Yeah. The Lycanthropy I remember was explicitly from a faction guildleve concerning that one group of criminals. Their name is eluding me right now. A lot of the faction leves centered around their members. Anyways, one was a Lalafell who was rumored to have Lycanthropy, and the leve involved killing him and his pet wolves.
And yeah, I don't remember much about that plague either. (Even though it was mentioned a ton. <_<
