If you mean giving a person without magic skill the ability to cast spells, I would imagine their own potential for aether manipulation would limit this, or even make it potentially dangerous. This seems like artificially "grafting" your casting ability onto a body that isn't used to it, so side effects should be expected. 「蒼気砲」を使わざるを得ない!
