Same goes for Gridania with their blue and orange moral scale where an elemental can just decree that a sick child cannot be healed because they feel like it.
Limsa also made a pact with the Kobolds yet backed down on that and began expanding into their territory...which contributed heavily to them summoning Titan.Â
If I recall correctly Ala Mhigo actively threatened and tried to invade the neighbouring city states until it was forced to submit to the Garlean Empire. Had the Garleans not invaded Eorzea Ala Mhigo would likely have reigned supreme and conquered the other nearby city states.
