Same goes for Gridania with their blue and orange moral scale where an elemental can just decree that a sick child cannot be healed because they feel like it.
You're far from the only one who jumped to that conclusion about Gridania based on.. a single throwaway line from an NPC, but I always took it to mean that the Conjurer in question attempted to use her powers (which they believe to derive from the elementals) and failed. Not that the Elementals came out and directly said "no" for some arbitrary reason. Because frankly, I am struggling to think of any other instance in which this occurs, whether via the conjurer storyline or other NPC dialogue.
No doubt, there are black spots on all of the city-states including Gridania, but I don't think this is one of them.
