No, it seems to me that part of the reason the Duskies feel they have it better in Ishgard is because that distinction between the clans seems largely a southern concept. Ishgardian Elezen are neither Wildwood nor Duskwight, specially the founders and nobility. I think the four major houses are also neither Duskwight nor Wildwood, they're Ishgardian.
Is there one House that's more friendly towards the Duskwight diaspora? Maybe... We have to keep looking.
