For example, I saw one character ask another out on a date once after the one that asked was particularly impressed by the woman's story. The event itself wasn't random but that particular connection wasn't exactly planned. Between performances (or during if characters are a tad rude  ) people mingle and make merry and all that. The central premise entertains but doesn't take up everyone's focus entirely.
In any case, starting with an event is a clearer start. Shoot me a PM if you want some help brainstorming possibilities. This is something I'm really behind since I've seen the wonders the Ballad works.
Without meaning to be one of those people who comment a lot on something but never take the initiative... I'm afraid that I am far too inactive and out-of-touch with the roleplay scene(let alone public roleplay) to do even a remotely good job of trying to get such a thing as this off the ground ^^a  I'd likely be willing to help contribute ideas, suggestions and the like were someone else willing to "take the reigns", but other than that I really don't think I am suitable despite bumping this topic with a suggestion myself.
Also, thank you for pointing that out, Melkire! I'm not sure if any of those participate much in the idea of changing locations regularly but I honestly had no idea there were more recurring events, so it's nice to know. I just knew of the Grindstone personally, though truth be told I seldom visit the events section myself since I am a failure when it comes to actually engaging in random, public RP, haha ;
