RPing a summoner is allowed. The Allagan art of summoning has recently been revived by the WoL and the Sharlayan scholar Y'mhitra. This implies that others could also be learning how to summon, though it would require them to seek out and defeat primals which holds the threat of being tempered for those that do not possess the Echo.
