Though not entirely unknown, as he's been seen walking around the city a few times. They view him as mostly yet another outsider, thus worthy of shunning. Doubly so because the conjurers do not trust him, even with the actual Hearers consulted being told there's nothing wrong with his acts in the Shroud so far. Those who have interacted with him will say that he's a good guide through the shroud for trade caravans, as he attempts to steer them away from situations where they'd have to kill something off limits.
The Twin Snakes and the Wood Wailers are wary of him, but recognize that he's served a decent enough service to Gridania by seeking to guide other outsiders in avoiding the Elementals' ire.
Limsa Lominsa:
This is where he first appeared and where he first got his start. A former member in good standing of the Blacksmith, Marauder, Arcanist, Fishing and Culinarian guilds (not at the same time), he's been seen as a relatively happy-go-lucky fellow who's quite touched in the head. Many of the city's seedier elements steer a wide path due to lack of perceived value in face of a high risk - Especially after the feat of leading an expedition through Nymian ruins, living to tell the tale. A few will have seen his bouts of "genius" over copying the crafts of certain items effortlessly, as well as other shenanigans that involved him.
He holds no standing within the Maelstrom, but has a few contacts in the Yellowjackets themselves, drinking buddies who inadvertantly press ganged him in joining the marauders' guild at first.
Ul'dah:
While he has no real love for the city, it's the city with the most trade, thus the most opportunities to make coin as a trade caravan escort. He has vandalized posters in the city before, and most there wonder why he keeps his mask on at all times. Throughout the traders, he is recognized as a fairly efficient caravan escort, though one of weak business sense. In short, they believe they're taking advantage of him, and they're quite happy about it.
The Garruleous Gossiper claims that Kellach has performed many a grand feat using all sorts of skills learned from every Eorzean guild, but nobody likes that guy anyway.
The Immortal Flames are too busy to care about a masked guy who looks like a gladiator. Few in Ul'dah would recognize him by sight. Much less if he has his mask off (even though he's probably the darkest midlander around).
Ishgard:
Outsider. Watched by the Inquisition. If he opens his mouth about the Elements, he'll be tried and executed as a heretic.
Revenant's Toll:
If anyone knows him there, it'd be the crazy man with the story about a Morbol that talked, the time he crossed the Coerthas Highlands in nothing but a subligar and some leather straps and the fool behind the worst dish in the history of Hydaelyn - the Morbol Salad.
The Adventurers' guild likes him well enough as he, beyond a few hilarious anecdotes, does not shame the guild much. Rowena cares not for his antics.
Idyllshire:
Gobbiefriends bestfriends! While Kellach has visited Idyllshire only once, he has helped out the goblins and spoke to them before. He's regarded as a stand-up guy, one who seeks to further the ideals of Idyllshire as a place where all can live together in friendship and harmony.
